Inside Canada , there are toll free numbers to call but that of course won’t work if you’re already outside if Canada. This wasn’t in the note I found about it but my first guess would be to contact the nearest Canadian consulate in your region for assistance. That was my gut choice when I first read the question . Best of luck. One note I found which was interesting, is that Thursday and Friday's are the least busy fir the consulate. How factual that is, I’m not sure.
